The U.N.’s climate conference in Bali rolls on, but most American legislators did the right thing by foregoing the trip and continuing their work on important environmental legislation here at home. As a result, the Lieberman-Warner cap-and-trade bill, also known as the Climate Security Act, was passed out of the Senate Environment and Public Works Committee.
Many people are hoping that action on this bill will help convince delegates in Bali that the United States is serious about the climate change issue. And while not everyone will be satisfied with this measure, it is an important move for the U.S., as it represents what would be the first national law that mandates cuts in CO2 emissions. It may not go as far as many people would like in terms of cutting emissions, but it is an important first step.
