		<description>That is an empty threat.    They need the money as much as we need the oil.   Any sustained drop in the flow of dollars will destabilize most of the oil exporting dictatorships.  They might refuse to sell to America, which is also meaningless, so long as the oil gets into the world supply stream.   Oil is fungible and they can't control were it goes once it leaves their borders. 

The real risk is that instability or war might cause oil production and shipping facilities to be shut down or damaged.   This is a very real and serious risk and is all the motive we need to engage in strict conservation and exploration of all feasible alternatives to foreign oil and gas.</description>
